It is becoming quite popular that families wish to being the remains of their ancestors to be buried in Israel amongst family members for a number of resaons such as there is a danger fo the cemetery being destroyed, or Lo ALeinu like in France where they dig up the bodies to make more room for other bodies, or because one wants their family member to be buried in Eretz Yisrael.
The Shulchan Aruch Yorea Deah Siman 363 sif 1 says
You can move the bones of a dead person even if he is buried in an honourable burial place to a less honourable burial place in order to be buried amongst his family ancestors
The Shach says to be buried amongst family ancestors is an honour for the deceased. The Beit Yosef says specifically for the honour of the deceased but not any other honour.
The Shulchan Aruch continues it is a pleasure for the deceased to be buried amongst his family ancestors or to be buried in Eretz Yisrael. The Shach says that the earth of Eretz Yisrael is an atonement for the deceased as written in Devarim 32-43 The land will atone for the people.
The Pischei Teshuva writes in the Teshuva of Ral Ben Chaviv Siman 63 it says if a person revealed in his lifetime that he did not want to be brought to Eretz Yisrael even so it is permitted to bring his Kever to Israel and if he does he is doing a Mitzva.
Rav Ovadia Yosef ZS”L states that disinterring a deceased in CHutz Laaretz and reinterring in Israel is not only permissible but a Mitzva ( Yabia Omer, Yorea Deah 7: 39 )
